The Charter of Wittenberg (1682) marked the first time in history that royals, Grimms and Wesen talked together. The charter was written to address the problem of Grausen, which at that time was misunderstood. In a nutshell, the charter says that:
- Any Kehrseite, Grimm, or Wesen who suspects someone is a Grausen must report it immediately to the Wesen Council.
- The Wesen Council must dispatch the Grausen as quickly and quietly as possible.
- Not reporting a Grausen immediately is punishable by law.
- All cases must be taken seriously.
