In his quest to track Ian Harmon he killed Quinn, a Lausenschlange barman, and left Ian's passport behind. He then pretended to be a witness to the killing and told Nick that Ian Harmon was the shooter.
He then calls Nick and arranges a Freidenreden, at Portland's main station. There he admits to the murder of Quinn and tells Nick that he has 24 hours to find and bring Ian to him, or he will start killing innocent people. During the meeting he recieves a call from Reginald informing on Rosalee. He leaves, and tells Nick that if he follows him he'll shoot the first person he sees.
He was hiding in Reginald's shop when Rosalee arrived to collect the passport, and kills him before following Rosalee.
He is just about to kill Rosalee, after telling her that her Fuchsbau boyfriend is a coward, when Nick walks in and said that he has Ian. Before Nick can say more Monroe walks in and says that he is one who Rosalee called. Nick and Monroe then get into an argument about who is telling the truth. At this time Waltz thinks Monroe is a Fuchsbau, so when he points his gun at Monroe who Woges into a Blutbad he is momentarily surprised which allows Monroe to grab his gun and Rosalee to temporarily blind him by throwing ghost pepper in his face. In the ensuing melee Ian grabs his gun, and in order to keep his friends safe he kills Waltz
Monroe dumps the body and stages it so that it would look like Ian killed him in self defense.
